  1. Mises was a libertarian Austrian economist. It sounds like he was in favor of relatively open borders, a common position among libertarians. Note, that Mises, unlike his student Rothbard, was not an anarchist. Mises believed in states; coming from the classical liberal tradition, human rights as applied to all people transcend national interest. Keep in mind, that we are dealing with someone who had to flee the Nazis.
