Actually staring at you instead of retreating (foxes generally shy away from people) does seem a bit aggressive. On the other hand rabid animals eat less than usual (often don’t eat at all or eat non-food items).
Right time of year for her to be feeding kits. They do hunt during the day: during kit season down here, my cousin was losing exactly one of his free-ranging hens per day to a vixen. That is when they became caged fowls.
Healthy foxes usually hunt at night. If you see one active during the day, that might be an indicator of rabies. Keep your distance!
