Most of the Internet “legal experts” go to 28 USC 3002, check out subsection 15, and then make overly broad claims about what it means.
28 USC 3002 is part of 28 USC Chapter 176, “Federal Debt Collection Procedure”.
In order to collect US debts, they define “United States” in subsection 15.
(15) “United States” means —
(A) a Federal corporation;
(B) an agency, department, commission, board, or other entity of the United States; or
(C) an instrumentality of the United States.
At the beginning of 28 USC 3002: “As used in this chapter”.
Further Internet legal experts refer to 28 USC 1746, which is part of 28 USC Chapter 115, “Evidence; Documentary”, a subsection of 28 USC Part V, “Procedure”, which refers to procedures within US courts as defined by the whole of 28 USC.
28 USC 1746 refers to unsworn declarations under penalty of perjury.
US court procedures allow for depositions, declarations, statements, and other things that do not have to be made under the laws of the US as long as these things consist of execution with a perjury clause.
That’s it, that’s all there is, and this claim by these Internet “legal experts” is even more specious.
All of this involves just 28 USC aka US Code Title 28, not the rest of the US Code.
We can probably talk about any number of these phrasings within most of the US Code as well as the Code of Federal Regulations.
I believe the confusion, which is a confusion like that issue you brought up where an idea in Russian regarding the construction of the government makes no sense within the American system, is that Washington DC may in fact be some kind of US Federal corporation, and so the seat of state is regulated by a corporation.
There’s probably some part of CFR that specifies precisely this arrangement, but I’m unaware of what it is.
Every one of these Internet “legal expert” pages I’ve seen about this refers to “The Corporation of the United States” and conflates it with whatever US Federal corporation exists for Washington DC.
One big reason for this kind of codification could be that it eliminates stare decisis coming from British law, and if memory serves correctly, there’s a part of 1 USC that describes that further.
And so it would be critical for the seat of state to be separate from previous legal arrangements and fully under control of the US Government.
But it’s just another rabbit hole for people with weird agendas to fall into.
