There is no constitutional right to an education. I suppose there’s a right not to have any government benefit (like education) distributed in an unequal or discriminatory fashion.

Thanks for the link, Clarissa. It is deeply irritating to see how teachers in public schools are blamed for the neglect of their neighbors and their governments.
