   Are Muslims an unpopular minority group in Russia? Do they have reasons to fear for their safety? If so, then sucking up to Putin could be a rational move.

   (Note that I didn’t say “laudable”, just rational.)

   Yes. The Muslims who want to build the mosque refer to Putin as an “epic personality sent from God.”

   It is in honor of Putin, the great guardian against the decadent Western values. Islam and Russian Orthodox Church together against the world, this kind of thing.
