That the people in these areas all support the expansion of Canada into Washington?
That these areas have the highest populations?
They look sort of like territory overlays — could Canada be demonstrating the size of their country compared to others? The little blob at the bottom right looks sort of like Australia.

For what it’s worth, I thought initially the map was of places in BC that are currently experiencing wildfires. Then I saw it expanded across the Salish Sea and felt stupid.
