What a lot of people miss about mass immigration is that it could work in a place like 19th century America where it could be assumed that the immigrants were coming because they shared the broadly classical liberal values that the United States aspired to. One thinks of all of those German liberals like the family of future Supreme Court Justice Louis Brandeis, who came to America after the failures of 1848 as it became clear that classical liberalism was not going to happen in Germany. What values does the German government believe these immigrants are coming to fulfill besides taking advantage of a modern welfare state?
