One thing I wondered about Russia is why people needed to live in apartments in such a big country. In SA the government mostly built houses, even if they were very small.

Lots of reasons, partly heating is an issue (easier to keep an apartment building warm where the units help keep each other warm than a bunch of dinky isolated houses) this is also an issue in other places in Northern Europe.
The real question is why the apartments have to be so small and cramped and generally uncomfortable…. There you get into issues about the government not caring about things like comfort, quality of life or human dignity… (issues which were felt in other communist countries as well).
The last issue has to do with the buildings are so poorly kept and there the answer seems mostly because the residents accept that…..
Poland used to have some pretty grim looking buildings on the outside but in the last 20 or so years there have been major facelifts and improved upkeep in common areas as well…. they’ve even started installing elevators in some older buildings so that residents don’t have to negotiate five or six stories of stairs anytime they want to leave or return home.
pictures from russia (outside of moscow and st pete) look like there hasn’t been any maintenance in decades…..

Yes, it’s crucial to have the TV. It’s like a heroin injection to the brain. Or whatever they have instead of a brain.
