Both priorities seem weird to me, especially the second one, since the 1st one can be used for PR.

Russia is too large and has too big a population to rely only on regime change to make it less dangerous. You have to engage with the people and bring them to some level of civilization, at least.
What other solution is there?

Can’t believe they still had a Lenin statue up. Why? Are they so backward they can’t pull it down?

They like it. It represents their glorious history. Russians have been putting up statues of Stalin and bringing out priests to consecrate them.

This whole time Russians have been going to battle with the red Soviet flags. Truly, you cannot make it up.

How is that possible? Don’t they know that Stalin, like his father before him, was an avowed atheist who embraced Marxism and became a fervent follower of Lenin during his time at Tbilisi Theological seminary?

That presupposes the level of sophistication these people do not possess. Their religiosity is a collection of superstitious, semi-pagan beliefs.
