Umbrella locks?

–I have never seen anything like it, but it doesn’t look like you could park a bike or scooter in there, I know you can’t take umbrellas in museums since that dude stole the mona lisa that way, and that’d explain why all the slots are empty: it’d depend on the weather.

My guess is a similar one – coat hanger locks or locks for bags/purses. It is clearly for some kind of storage.
