My suspicion is that the girl is getting this not from her home culture but from the internet. On the internet, women being openly lewd and sexual is seen as a panacea of women’s liberation.
The school is using ‘culture’ as an excuse to wash its hand off the problem. ‘Oh, it’s just their culture’ is the ultimate get-out-of-jail-free card for liberals.

And/or tv movies that show extremely sexualized behavior by high-schoolers as normal….
As for where she’s from, I would guess either Latin America or Eastern Europe. In parts of both, women pursuing men (often pretty aggressively) isn’t out of the ordinary. Usually, it’s a _lot_ more subtle but if she’s been influenced (pun!) by internet vvhore culture then… all bets are off.

Pretty much all Scandinavian cultures, with Sweden, Iceland and Denmark at the forefront.
Finland an the Netherlands are also pretty “liberated” in terms of sexual mores and France is not too far behind. And it may not be widespread in Germany but hardly any German would be surprised at female teenagers’ forwardness.

Ehhhhhh. It’s not unusual for women to pursue men in Scandinavia, Germany, Netherlands etc., but that is different than continuing to pursue someone who has clearly indicated that they are not interested.

I thought maybe Italy or France. Or India. We had a problem with a female graduate assistant from India a few years ago who was very aggressively pursuing another graduate student. Every time he said hi, she took it as an invitation to paw him.
