Probably some of both, there’s also the idea that journalists in the US are supposed to write to an 8th grade reading level. So saying things between the lines might have evolved partly as a way for more educated people to discern content while staying within the 8th grade guidelines.
Similarly, when US police say they believe a murder is an “isolated case/incident” it means they’re pretty sure who did it (someone in the victim’s inner circle).

Lindsey Graham was the original never Trumper. He called Trump a racist, a misogynist, a xenophobic religious bigot, a train wreck, a wrecking ball, a kook, a crazy, unfit for office and said if he was elected he would be the worst thing to ever happen to this country. All of this was garbage then and it’s garbage now. Graham was an Israel firster Neo Con that never met a war he didn’t love. On the 2020 election he completely betrayed the voters and the country and called for the prosecution of Jan 6 protestors. Like most people of zero honor or principles he made his peace with Trump when he saw the handwriting on the wall. I can’t even begin to recall how many times over the years this guy sold out to the left. He was the poster child for the uni-party. Good riddance to bad rubbish. Say hi to John McCain.

Death, like politics, makes for strange bedfellows. Trump is a pragmatic patriot. He allowed the vile John McCain to lay in state at the Capital Rotunda despite his treachery and all around despicable behavior. Trump does not bother with grudges, especially when he wins, if it’s good for the country. That you may like Graham because of his support for Ukraine I understand, but rest assured it had nothing to do with Ukraine as such and nothing to do with the Ukrainian people. War also makes for strange bedfellows.

McCain, the son and grandson of an admiral was at the bottom of his class at Annapolis yet somehow got a Top Gun billet. He probably was responsible for the deaths of over 130 men by wet starting his jet on the Forrestal. He cost the US four multi million dollar jets which he had crashed. He made over 25 anti American speeches for the North Vietnamese as a POW. His nick name given him by his jailers was Songbird. He treated his first wife like dirt when he returned. He should have been drummed out of congress and gone to prison for his involvement with the Keating Five. He treated POW families in an atrocious manner at a congressional hearing before walking out on them. He once told a joke saying that the reason Chelsea Clinton was so ugly was because Janet Reno was her father. He blamed his pathetic 2008 defeat on his running mate Sara Palin. He tanked the repeal of Obamacare at the last minute after having repeatedly criticized it for years. He requested that neither Trump nor Palin attend his funeral. This is but the tip of the iceberg. I can’t imagine a more unmanly dishonorable scoundrel then John McCain. Every Vietnam vet I ever knew absolutely detested him. If this is your idea of a great man, God help you.
