It’s the national flag of the Russian Empire in the XIXth century. It’s widely used by the Russian Nationalists today. And monarchists.

Speaking of kittens and terrorists, have you heard of the Islamic State of Cats (@ISILcats) on Twitter? It shows pictures of terrorists from the new caliphate in Iraq and Syria playing with cats which seems to be the latest meme for jihadists and other nasty types. (No I’m not kidding – check it out.)
