I see a guy in a business suit about to be executed by people in a uniform like those used by workers in plants. Those workers are angry, as symbolised by the exclamation marks and the guy in the business suit is probably their boss(either a upper manager, the president of the compagny or a shareholder). He is absolutely clueless about why his employees are angry because he cannot bring himself to even think about putting himself in workers’ shoes(hence the interrogation mark).
The one thing i cannot interpret, is the sort of prison or fortress behind the characters.
My interpretation derives from the headlines in my country(France) where employees of a plant are being tried for having sequestrated their managers last year or the year before.

The fortress depicted is the Kremlin Wall.

This is a very interesting reading. And the fortress is Kremlin which sponsors Marine Le Pen’s National Front, so France makes a lot of sense in this context.
