Washington DC is more expensive than NYC. Which is not surprising given that DC is a beautiful, amazing city and NYC is a weird, ugly hellhole. Sorry, New Yorkers.
In my experience, hotels are much more costly in NYC than DC whereas restaurant food is less expensive in NYC. Is your information on the cost of living there or the cost of visiting there? I have never lived either place; I like things about visiting both. I live roughly halfway between them.

No, I meant living there. I want to live in DC. Just my luck that it would be the most expensive place in the country.

I don’t think you need to give up your dream. Having lived in both DC and NYC, my experience was that if one if flexible and open-minded, one can find an affordable place to live in either city. That means in DC you will live in a Maryland or Virginia suburb; if you are very resourceful, you might even find something within walking distance of the subway. And you must accept that your space will be limited, you must live a minimalist life.
For other types of living expenses, my sense is that it is generally easier to find a bargain in NYC but again, you have to have a certain fearlessness in ferreting out what you need.
