Some of this may be protocol. Governments can’t exactly say that they were wrong to try to collect intelligence. Also, if any of the wreckage drifts to international waters, they will surely try to claim it, and their legal claims might be weakened by an admission of wrongdoing.

The Pentagon must be loving China and Russia’s behavior. Instead of facing awkward questions and potential budget cuts due to the Iraq/Afghanistan debacles, they are likely to get a budget increase to deal with these threats.
