I dunno. For the Romans fighting wars on the frontier was often a way to gain prestige in the capital. If they thought they could take Rome they would totally ditch their foreign campaign.

I’m all in favor of Russians ditching their foreign campaigns and fighting the battle of Moscow from here and into eternity.

I think that depends on what period of Roman history you are referring to. Near the end of the Republic, that is kinda-sorta what happened, as the legions were personally loyal to the generals, and so started attacking one another on order of the generals. When Augustus came to power and became the first emperor, he made it where all legionnaires swear loyalty to him, the emperor, and not to their generals.

Yeah, I’m not a huge expert on Roman history. I was mostly thinking of Julius, who most people would refer to.
