But it’s probably yet another instance of creative word-smithing, exactly like Biden’s 5 previous “permissions” that turned out to be nothing but vapor.

It’s exactly as I thought, then. A tiny area is drawn on the map, taking care to ensure that no Russian airbases are there. And then, “you can strike precisely here but nowhere else.” We’ve been playing this game for over 2 years and it’s always exactly the same.
