Well, just going by the headline, it doesn’t look as though they’re trying to implicate Israel directly as the brigands, but rather “Israel caused a disruption, and brigands are taking advantage.” If so, then… are they saying Israel should take charge and police this situation?

I’m not going to pretend that I actually know which side did it. Oh I suspect it was Hamas, but I don’t actually know.
What I will say is this. That counts as looting, and quite frankly anyone on either side caught doing this, Jew or Arab alike, should be hanged from the nearest lamppost no questions asked.
Looting is bad enough as it is, but hose were aid trucks. I mean sure they were blue helmets which to be fair generally deserve to get shot at anyway, but those were still aid trucks which means targeting them was truly despicable.
