Does anybody know what it means when people start their blog posts or paragraphs with “Welp.”? I tried to guess from the context but I don’t even have any guesses.

This annoying verbal tic is getting more wide-spread.
Substitute “well” as an interjection to begin a sentence or express surprise/reproof for “welp”.
It’s identical, but sadder.
And throughout the land, resignation whelped welps, signposted by kaomoji shrugs in the last written messages of the doomed, preserved on their cell phones..

So it’s something like “Oh well”? I would have never guessed. I thought it had something to do with dogs.

As Shakti says, “Welp” has a sadder connotation than “oh well” — it’s generally used to convey a sense of resignation or dismay at bad news.
“Whelp” as a verb refers to a mammal like a dog or wolf giving birth — which of course is a happy occasion.

Yes — it means something like, “Oh, well,” but with humorous resignation.
You may already know about this resource — Urban dictionary. It’s where I go to find out the odd words that come into use on the net that I can’t figure out from context. (Lots of these are very NSFW, though, and some are really appalling.)
