Syrian refugees were attacked in Vancouver. The attacker approached them at a bus stop and sprayed them with a pepper spray. There were several small children who lost consciousness.
The attack sounds like it had to have been planned because how would the attacker identify Syrians as opposed to anybody else in such a diverse city?

They were identified because of the place (and supposedly their clothes):
“A crowd of refugees attending a welcome event at the Muslim Association of Canada Centre in Vancouver was pepper sprayed by an unknown man on a bicycle Friday evening.
…
Public broadcaster CBC said up to 30 people were affected.”

Yes, I think he had to follow them. AS for clothing, Canada has had a large number of Muslim immigrants for a very long time. A woman in a hijab doesn’t have to be Syrian or a refugee.
