Nah. This is probably just their proposal for disposing of all those lithium batteries out there now, aging, dying, and becoming landfill hazards.
This is how drinking water got fluoridated: places that naturally have fluoride in the water really do have lower levels of tooth decay. It’s not the same form of fluoride that’s added to the drinking water: that stuff is a byproduct of aluminum manufacture. Fluoridation was a windfall for aluminum plants, and it was sold to the public in exactly the same way.
