I dunno, the space under the line seems to have got significantly larger with each admin.

The Trump and Biden graphs are very different. The Trump graph is like Obama’s except for one big spike at the start of 2019. The Biden graph is at the level of that spike for his entire term.
I don’t know the mechanisms they are using in order to do it, but it feels plain to me (from outside, as a foreign observer) that the Biden administration is keeping the borders as open as possible. I suspect that in their thinking, it’s about defeating Trump, Republicans, and white identity (which are seen as a package); and however much they care about the war in Ukraine, they care about doing that even more.
