Yes, bellboys get gratuities, always.
Waiters in restaurants only if service was particularly good (even though not necessarily spectacular).

While I don’t know what the proper amount is, if you are still at the hotel, I would advise you to go and ask the manager or the person at the desk while the bellboy is gone. They should be able to steer you to a good answer.
