It means that they’re vaguely aware that it will be a pariah area cut off from any kind of foreign investment so they’re pretending to hope that internal tourism will be a new economic base.
I’m sure in reality the prime real estate will be distributed to Putin’s pals for private coastal mansions that do nothing at all for the local economy.

Oh yes. Russia will be investing its pension fund into the Crimea. What this means, of course, is that this will be a plum opportunity for Putin’s cronies to steal that money and compensate themselves for the American sanctions.
