This reminds me of a joke that the mathematician Raymond Smullyan used to tell. Once his older brother told him, “April Fools Day is coming up, and I am going to fool you.” So when the day came, little Raymond was expecting to get fooled, but nothing happened, and at the end of the day when his mother told him to go to bed, he protested, “But Mom, I can’t go to bed yet. My brother still hasn’t fooled me.” Exasperated, she said to her elder son, “Will you please just fool the child?” So big brother came to little Raymond’s bedside and said, “Look, you were expecting me to fool you, right?” Raymond said, “Yes.” “But I didn’t, right?” “Nope.” “So I fooled you.”

I think it makes sense. The surprise is not the fact that he is buying you flowers, the surprise is how they look like/what they are. He wants to see your face when you see them for the first time.
